Background

The review of SDG 5 Achieve gender equality and empower all women and girls presents a timely opportunity to accelerate efforts toward addressing deeply entrenched structural inequalities. In particular, target 5.5, which aims to ensure women’s full and effective participation and equal opportunities for leadership at all levels of decision-making in political, economic, and public life, demands urgent and concrete action. Despite progress in some areas, women continue to be significantly underrepresented in political leadership, executive roles, and decision-making bodies worldwide. Advancing this goal requires integrated, evidence-based policies that dismantle legal, institutional, and cultural barriers to women’s leadership. Science and data driven approaches, combined with inclusive governance and accountability mechanisms, are essential to ensure that gender parity is not just a symbolic goal but a structural reality. The 2025 HLPF provides a vital platform for governments and stakeholders to commit to transformative measures that promote inclusive leadership, challenge discriminatory norms, and ensure that no woman or girl is left behind in the implementation of the 2030 Agenda.
